In August, 1997, a 25 year contract (beginning March 1999) was awarded by the Scottish Prison Service to design, construct, finance and operate a 500-cell prison in Kilmarnock, East Ayrshire, Scotland. This is Scotland's first privatized prison project. Scottish Prison Service correctional facility 500-bed prison Opened March, 1999 The prison admits prisoners direct from the local courts in Kilmarnock and Ayr and accommodates remand, short and long term sentenced prisoners. The 500 Category B inmates is scheduled over a 12 week period. In common with all Scottish Prison Service (SPS) establishments, Kilmarnock is subject to The Prisons and Young Offenders Institutions (Scotland) Rules 1994 as amended and prisoners have the same rights as in any other prison in Scotland. Facility Description Kilmarnock Prison is the first prison in Scotland to be designed, built, managed and financed under the Government’s private finance initiative. It is constructed with eight (8) wings, each with two (2) flats (levels) with one inmate per cell. Kilmarnock is designed to provide maximum flexibility for future prison populations. |
