Subsidiary of Bouygues/SAUR, which had held a 98-year concession for Valencia since 1904. When Valencia council said it wanted to retender the contract in 1994, and insisted that the network was the property of the council, the company threatened to sue it for loss of earnings. In 1998, the council offerred an extension, conditional on SAUR reducing its stake. The proposal would have made the employees, a local bank, and Bouygues/SAUR three roughly equal partners. However, after disagreements between the shareholders, in January 1999 SAUR has emerged with control - holding 36% of the shares and 6/15 directors, while its Spanish ally has 13% of shares and 4/15 seats.
