PSIRU Capsule
Aguas de Valencia has held a water concession for Valencia since 1904. It was 33% owned by SAUR, a Bouygues subsidiary, until 2007, when it sold the shares to Suez. The majority of shares is held by a local financial grioup which refuses to allow Suez a seat on the board. Suez bought the shares to porevent Veolia obtaining control.

When Valencia council said it wanted to retender the contract in 1994, and insisted that the network was the property of the council, the company threatened to sue it for loss of earnings. It was retendered on condiiton that the winner would have to pay €54m. Compensation to AgVal - no other company bid, so AgVal retained the concession for another 50 years.
