In 2004 the government had intended to separate Kepco's power generation and distribution arms and split both into several competing units to be sold to private investors.
But a presidential committee set up to review the plan recommended in June 2004 that unbundling of the distribution business should be scrapped. The government accepted the committee's advice.

In 2001 Kepco had 51,000 MW generating capacity.
