Supplies 380,000 people with drinking water, 180,000 with sanitation.

In August 2002 the Nicaraguan parliament passed a law preventing the privatization or putting out to concession of Enacal's functions. (source 8157) The IMF apparently attached a condition to a loan, demanding privatization. (source 8242) The Nicaraguan president subsequently vetoed the law, sending it back to the parliament, which appears to have been the end of it. However, a new anti-privatization bill was passed in December 2003, declaring Enacal a public service provider and not a commercial company.

In early 2004, Enacal was organising a tender for a wastewater treatment plant BOT and a technical advisory contract. In July it issued a tender for a contract to evaluate and overhaul its management systems, and elaboration of a strategic investment plan.
